Support: AI suggest-reply for tickets

A unified "Suggest reply" affordance inside the ticket detail view. One-click AI draft using the conversation history as context; output appears in the composer for the agent to edit and send. Never auto-sends. Same diff-then-accept UX as AI Suggest - prompt is bounded to ticket content + task instruction, suggestion size cap, model + token count visible.

All AI calls gated by the AI provider settings card (BYOK key, monthly cap, redaction toggles). When no key is configured, the button is disabled with a tooltip pointing at AI settings.

Out of scope: ticket-to-roadmap conversion - that has serious sanitization requirements (PII, confidential client data, raw customer language) and is now its own dedicated card "Ticket to roadmap conversion: AI sanitization pipeline". Out of scope: ticket-to-changelog conversion - same conversion-safety concerns; will piggyback on the sanitization pipeline when needed.
