When a GitHub Release is published (release.published webhook, ignoring drafts and prereleases by default), bundle every Hollahoop post that hit Shipped since the previous release for that repo and create a draft changelog_entries row. Source material for the AI draft: release.body + release tag + linked PR titles/bodies + linked issue titles + the Hollahoop posts own titles. Output is a versioned draft titled e.g. "v1.4.0 - what shipped" sitting in the Drafts queue, not auto-published.

Pairs with the AI provider settings card (BYOK key, guardrails). When no key is configured, fall back to the existing template-based draft.
