Every admin action — status change, accept, ship, role change, billing event — recorded with actor + timestamp. Filter by user, by project, by action type. CSV export.

Org-level audit log at /app/[orgSlug]/settings/activity with user/project/action filters and CSV export. Reuses existing audit spine. Migration 0042_audit_log_filter_indexes.sql on deploy.
