Roles: admin / member / viewer

org_members.role already supports owner/admin/member. We need a viewer role for read-only seats and a UI to change roles + invite teammates.

Adds viewer read-only role with RLS enforcement and accounts UI for invite/role changes. Migration 0034_viewer_role.sql must be applied on deploy.
