Email-to-changelog ingestion

Let admins draft changelog entries by emailing a configured address. Similar ingestion mechanics to support email import but routes messages into changelog drafts. Subject becomes title, body becomes markdown draft, attachments become uploaded images.

Useful for teams that already write release notes in email/Slack and want a low-friction capture path. Depends on email ingestion/support mailbox plumbing and rich text/image upload.
