Roadmap kanban: mobile horizontal scroll affordance

Severity: Low Area: Roadmap / mobile

Public and admin kanban use horizontal scroll for columns but no scroll hint, edge fade, or snap.

On phones it is easy to miss off-screen columns without knowing more content exists.

Fix: Add scroll fade indicators or snap scrolling on the kanban container.
