Empty project hub when all sections are disabled

If all hub section toggles are disabled, the hub can render only the hero with no quick actions, activity, docs links, or support block.

There is no empty-state guidance telling admins or visitors why the page looks bare.

Fix: Show an admin-only hint to re-enable sections, or a minimal "Nothing configured yet" state for visitors.
