Fix language switcher overlapping the sign-in card

Imported from GitHub pull request El-SaMa/hollahoop#122 by @El-SaMa.
The language and theme controls were absolutely positioned and overlapped the card top on shorter windows (reported from a screenshot). They are now a header row in flow on /login, /forgot-password and /reset-password, with less vertical padding so the Back link stays visible.
