Server pages: roll out branded 404/5xx pages to app nodes (nilek first)

Branded server pages are built and live as previews only (apps/web/lib/server-pages/render.ts, preview https://oma.lanetti.fi/server-pages/notset , pages: notset, down, error, maint, paused, blocked, slow; ?brand=reseller|neutral).

Rollout to the Enhance app nodes is NOT done.

Needs explicit operator OK before touching any node. Enhance owns the vhosts, so start on nilek only, check, then the rest.

Plan:

Build script writes the static files outside docroots.
Per-site vhost include for 5xx, default server for "no site here".
Re-apply script (Enhance vhost regen wipes hand changes) + hourly Windmill marker check.
Never enable fastcgi_intercept_errors / proxy_intercept_errors: it would replace the WordPress maintenance page and sites' own 404s. Test: WP maintenance on → site's own page still shows.
