Cloud-init bootstrap in Hetzner VPS provisioning

apps/web/lib/hetzner/provisioning.ts createServer: add user_data with runcmd curl -fsSL https://oma.lanetti.fi/agent/install.sh | sh -s -- --token <one-time>.

Mint enrolment token per order
/agent/install.sh endpoint (signed binary download, checksum)
Server shows as enrolled in OMA within minutes
