Uptime status page: "All systems operational" shown when the page has no monitors

Builder preview with an empty layout shows a green All systems operational banner over "Nothing to show yet." A published empty page would claim everything works.
overallStatus() in services/core-api/src/uptime/status-view.ts returns operational for an empty monitor list. Return unknown (or hide the banner) when no monitors are on the page, add a unit test.
