Client roles and a trimmed admin

Tasks
- Roles:
site_owner(content, menus, media, forms, Woo shop management, users of their site; no plugins, themes, tools, settings that can break the site),shop_manager(Woo),editor,author. Super admin is staff only. - Admin menu whitelist per role; everything else hidden and blocked by capability (not only hidden).
- Block editor: allowed blocks list, our patterns (#12) on top, locking for layout patterns TEKORI placed (optional per site), no custom HTML block for clients unless plan allows.
- Settings the client may change go through the OMA dashboard (#9) or simple Lamoi settings screens (site title, logo, colours from the design tokens).
Acceptance criteria
- Capability tests (PHPUnit or WP-CLI scripted) per role on staging.
