Status page fed by OMA Uptime monitors

Let a project's status page come from OMA Uptime instead of manual components.

Inbound uptime webhook endpoint per project (signed secret); OMA Uptime webhook (oma.uptime.set_webhook) posts monitor up/down/degraded
Map monitor → status component (auto-create on first event), auto-open incident on down after N minutes, auto-resolve on up (editable before publish)
Or: show/link an existing OMA status page instead of the Hollahoop one (per project setting)
Publish guard on auto incident text (no hostnames/IPs) First use: LAFU product services (Photon, Pika, license server).
