Arx: new sign-in alerts for mailboxes

Imported from GitHub issue El-SaMa/oma#200 by @El-SaMa.

Feature idea (parked 2026-10-14): watch Dovecot/Postfix logins on Glama. When a mailbox logs in from a new country, device or IP, alert the owner (email, OMA bell, SMS). Helps against stolen passwords. Pilot on our own mailboxes first.
