Docs pages can now have per-language variants.

• The same doc slug can exist once per language within a project.
• Readers get a language picker on the public docs site.
• When a translation is missing, we fall back to English automatically so there are never broken or empty pages.

URLs without a locale prefix keep resolving to your default language.
